I'd say he can. You just need the Tortoise 1.0.6 Language dlls, the current
.pot file and ResText.exe.
When you create a Tortoise_*.po for your language using the current pot
file, the matching translations would go into your Tortoise Language dll and
the others just wouldn't. I think you could at least test 80% of your
translations using the "old" Tortoise 1.0.6 language dlls.
