[TSVN] Windows 2000 desktop butchers priorities

I haven't tested this with any versions other than 1.0.4 on Windows
2000, and I'm willing to bet it is a Windows implementation artifact
rather than a problem with Tortoise, but I figured I'd bring it up
anyway.

Here's a summary of the problem: if you have a subversioned (forgive
the word invention) directory on your desktop, you can't edit the
subversion properties for that directory.

To reproduce:

1. Either check out a new tree or move one that is already checked out
onto your desktop. The icon overlay should appear on that directory
that is now sitting on your desktop.

2. Right click on the directory and choose "Properties". Notice that
when the properties dialog comes up, the Subversion tab is curiously
absent.

3. Close the properties dialog without making any changes.

4. Move the directory from the desktop into "My Documents" (or
something, just so long as it's off the desktop).

5. Now open the properties dialog for it when it is in its new
location. Notice that the Subversion tab has reappeared.

Note: as a work-around, this does *not* happen if you navigate to your
desktop folder using explorer (e.g., c:\documents and
settings\username\desktop). If you right click on a subversioned
directory there, it will work as advertised. As an aside, you can use
this technique to place your desktop directory itself under revision
control if you so desire.

Again, I'm assuming that this is a flaw in Windows, not Tortoise, and I
haven't tried it on XP, but it's here at least as an issue so others
can find it if they encounter the same behavior.
