What do you mean by "locking"? Is the folder itself locked (in use) by
another application (e.g. explorer) or does Subversion tell you
something about locks in error messages?
If it's the first then there's only _one_ solution to that problem:
configure your virus scanner to exclude all working copies from realtime
scanning.
