[TSVN] commit

Hi,

When I try commit or update a file or past in a working copy, the following error appears:

Unable to open an ra_local session to URL
Unable to open repository 'file:///programs/subversion/repos'

What I need to configure in tortoisesvn?
In command line, the operation occurs normally.
