Using httpd-2.0.49-win32-src.zip downloaded from the page referenced in the
instructions.

Ok. Narrowed it down further. The very first mention of SubWCRev in the
batch file is when it tries to run it before building the TortoiseSVN
solution. So the batch file assumes that ..\bin\release\SubWCRev.exe
already exists. Do we have to download the pre-compiled SubWCRev.exe from
the TSVN downloads page and put that into tortoisesvn\bin\release?
I'm stuck as to why apr is outputting to a different directory than you
expect. I guess I'll start from scratch.
