This is what I was suspecting.

SSH requires a bit more configuration like keys etc. You can use SVNKit,
as opposed to JavaHL and for SSH it is probably actually better to use
SVNKit since it provides a GUI. I suspect you do not have something SSH
related that you need available.

Again, I do not think this has anything to do with version numbers. You
should get to a point that your can add your repository via its URL and
browse it. This will require getting SSH setup correctly.
