Preferences->Editors->File Associations
Click the top "Add..." button ("File types" section) and add a "*.pkb" file type.
Select the new "*.pkb" file type and click the bottom "Add..." button ("Associated editors").
Select the editor that you want to use for this file type and click OK.
The SVN repository browser will now open files with this extension using your selected editor.
