You can use any Subclipse version, so I would use the latest, 1.8.x.

Subversion clients and servers do not need to be the same version.
Any Subversion 1.x client can talk to any 1.x server. So the fact
that your server is running 1.4 should not stop you from using the
latest version of Subversion on the client.

Note that Subversion's merge tracking feature was added in the 1.5
release. So if you intend to do any branching and merging you should
upgrade your server to Subversion 1.7.
