IMO, clicking the Sync view's commit icon in the toolbar should include all the changes in the commit dialog, regardless of the selection (note tooltip: Commit All Outgoing Changes).
Right-click Commit, on the other hand, should respect the selection. What I found is that, for the most part, it does. The one exception I noticed was if you have left a folder selected, but deselected every one of its children. In this case, the commit dialog seems to be including all the folder's children. If you've selected at least one of the folder's children, then the deselected children are not included. But this seems like a bit of an edge case, so I'm wondering if I'm missing something. Before entering an issue, can you comment on what I'm seeing vs. what you are seeing?
