That decorator never appears consistently because the SVN API is not
consistent. If the sequence of events has us ask SVN the status of
items using a parent of the external than we are told it is an
external, but if we ask the status from the external itself it just
looks like a normal folder.

No idea. Try editing and saving one of the files and see if that
refreshes the decorators.
