We had the same issue and we found the following solution. The reporting
tool is still installed but with this, you get rid of this popup.

Just comment or remove the line
"org.tigris.subversion.subclipse.tools.usage,1.0.1,plugins/org.tigris.subversion.subclipse.tools.usage..."
in file
%ECLIPSE_HOME%\configuration\org.eclipse.equinox.simpleconfigurator\bundles.info

Restart Eclipse and no popup apears anymore. Don't know how it will work
with the next versions of subclipse...?
