I'm ignorant as far as general Eclipse plug-in behavior goes and a novice at
SVN. Do you mean that Subclipse may be setting the decoration correctly and
then something else is overriding it? Here's a list of my installed Eclipse
software. Do you see anything that I can safely remove (that may be causing
the problem)?

FYI, There was no JavaHL available after I installed Subclipse, so I had to
do the following under Preferences>SVN, to get it working
I unchecked "JavaHL: Commit across multiple projects atomically"
Under SVN Interace, I selected "SVNKit (Pure Java)"
Perhaps that is a clue.
I have searched online for information regarding that decoration using a
number of different keywords, but without success. Of course, sometimes it's
just a matter of stumbling across the right keyword...
