No, that has nothing to do with it. Where/how the metadata is stored
does not factor in to how it is shown in the SVN UI. The merge code
was updated so that it did not need to update the mergeinfo on paths
that were not modified by the merge. It will still be a good idea to
manage it all at the project level though.
