The best thing I can think of is to create and publish a Team Project
Set file. Then users can import this file using File > Import. This
can create the repository and also checkout an initial set of
projects.

To create the file, checkout the projects you want to include in the
file. Then select them right click and choose File > Export. In the
Wizard select Team > Project Set file.
