Subclipse does not store credentials itself. The SVN API
implementation does. The Save Password check is something the
provider will query from our UI.

What OS are you on and are you using JavaHL or SVNKit?

It is possible that something is read-only and the provider cannot
write to its usual location. Or maybe the Subversion "config"
settings have it set to not save credentials.
