I'm not an Eclipse developer, but I pulled the source for the SVNLightweightDecorator and added enough debug logging to determine that the decorations really were getting set correctly, Eclipse just didn't seem to be refreshing.

Which lead me to this Eclipse bug:

which seems to be only present in Windows XP/Vista.

Looks like it's supposed to be fixed in Eclipse 3.5.1.
