The behavior is intentional as we have a lot of operations where we
will use the repository root URL as the operative path. We do allow
you to override the repository root URL once a repository location is
added. You probably need to use the SVN Repositories view to manually
add your location and use the URL to the part of the repository you
can access. You may still get an error when trying to add this
repository as it tries to check the root. But you should still be
able to add it. You can then right-click on the location you added
and then override the root URL.
