There is an option to create a repository locally. It is on the View
drop-down menu. This is extremely uncommon as it kind of means you
are not working in any kind of team.

The URL for the repository usually comes from your administrator or
hosting service. For example, our project is hosted on tigris and the
URL for the repository is: http://subclipse.tigris.org/svn/subclipse

Username = guest with no password if you want to try it.
