You can, but I think this is wrong for a few reasons:
- With Eclipse's CVS client, Replace With does both; it removes outgoing changes and updates.
- The phrase "Replace With Latest From Repository" implies (to me at least) that you're going to get the latest copy, regardless of what you had before. So it's not just about undoing your local changes, but getting the latest at the same time.
- If there's a new incoming file A, the fact that I have an outgoing change in file B shouldn't determine whether I get the update to A. They're unrelated.
