Yes, this is correct.

TortoiseSVN and the command line are just working with the filesystem.
 They do not need to support the concept of an overall project. There
is nothing to stop you from checking out a completely different
project repository inside of another project when using these tools.

If you fiddle with your working copy, make sure the complete working
copy is valid or you are likely to run into problems.
