Eclipse 3.4 install process is pretty flaky. A few tips:

1) When you add our site, expand it then wait a bit. It downloads the
features, and then might add in some more sites (not sure why it does
this).

2) Fully expand our site and just select what you need. For example,
do not select the Mylyn integration unless you are using Mylyn.

3) You can try downloading the zipped update site. Then add a Local
Site instead of a URL and point it to the zip.
