So that was the issue and it turned out the easiest way to work around the issue was to do a javahl="false" svnkit="false" which I assume forced it to use the commandline client which worked perfectly.

I did originally try to not use antcall and instead tried using the ant task to re-refer to the same build file but that resulted in the same behavior as using antcall.

Hope this helps someone else out there.

Not sure where the bug is or if it has been logged against the offending piece of code.
