Yes, that is an update site. BTW, I also just added a new one for Eclipse 3.4:

 http://downloads.open.collab.net/eclipse/dev-builds/e3.4

The update site includes Mylyn 2.3.2 and Mylyn needs a different
version for 3.4 so I added another update site.
