I think a problem is that you posted your question to the Subclipse
mailing list and then asked a question about the command line. So
people do not know which product you want.

No, neither the Subversion command line, nor its library API allow you
to commit items whose common parent is not also a working copy.

Subclipse works around this feature because it is so common for
Eclipse users, and we do support it.
