We have no way to know what version of Eclipse someone is using. When
the update site was changed, Eclipse 3.2 had only recently come out
and it was highly likely that users were using Subclipse 1.0.x in
Eclipse 3.2. This gave them an opportunity to upgrade.

For some reason the check for updates process is smart enough to show
you the right version based on your installed Eclipse but the initial
installation is not. In other words, someone in Eclipse 3.1 with an
older version of Subclipse 1.0.x installed would see the latest 1.0
version as an update. Someone in Eclipse 3.2 will see 1.2 offered as
an update.
