The limitation is in Subversion. Our decorators are based on
information we can obtain from Subversion. It gives weird answers in
various scenarios when svn:externals are used. The current code is as
good as it gets unless Subversion API results change.

There have been messages on the list in the past that detail the
scenarios more thoroughly. I do not have time to search the archives.
