No, those statements are not really accurate at all. There are
already several merge tracking specific features in Subclipse itself.
For example, on this page:

The stuff about the History view and Blame are all in core Subclipse.
A merge done with the Subclipse merge option would set and use merge
tracking information (once everything is running on 1.5) etc...
Subclipse is fully up to date with the changes happening in 1.5 and I
think will be the best Subversion client out there when 1.5 ships.

CollabNet has developed a free client that takes this work a step
further and tries to make the merge process easier to use, more
powerful etc. There are no plans to make it something you have to
buy. You can choose not to believe that, but I think we have a good
track record in this area. We will provide commercial support
contracts for this client, and all of Subclipse, to companies that
want them.
