Since you mentioned this, I assume you need proxy to access the
internet? I assume you are using the SVNKit client interface (check
your preferences). It uses a Java SSH library. I am not sure how you
configure the proxy for it. You might try sending an email to
support@svnkit.com.

There are docs about how to configure an http proxy. I am not sure if
that also applies to the SSH client. Finally, are you sure your proxy
supports SSH? I would recommend getting the Subversion command line
client (which would just use OpenSSH) working to prove that the
network can be configured properly.
