Well that is one of the advantages of the property. It is versioned
in the repository, so anyone that checks out gets this automatically.
You do not have to do anything special on the clients.

Getting back to your comment, the bottom line is that if this does not
meet your needs you are kind of out of luck. We are not able to
modify how Subversion works. This is the feature Subversion provided
for doing what you asked.
