Yes, that is normal.

What is it you really want to do? Switch will take you back to an
older revision, but it is like going back in time. If you make
updates to the files, you are still going to have to do an update and
merge changes before you can commit.

Get Contents would be the way to go if you want to put the file back
to the way it was. It shows as modified, because it is. However, it
can be committed since the base revision is up to date.

I'd suggest stating what it is you want to accomplish in general
terms, and then we can suggest the command and approach to do it.
