You can enter a bug if you like. I cannot see it being addressed
unless someone has a real desire to do so. Our direction with
Annotate has been to use the new "Live Annotate" feature that was
introduced with Eclipse 3.2. We want to eventually remove the other
Annotate option but there are currently a few editors that do not
support Live Annotations so we have left it in for now.

I am a little surprised this problem exists because we have a few
committers from the Far East that usually find and fix all these
issues.
