Felipe,

  your insistence was warranted. I'm really sorry to take up you guys
time. My firewall user interface has subtly changed since last time I had
occasion to do anything serious with it, and it now only shows "Firewall"
alerts by default -- that's what you want you might think -- but no,
there's a little drop down combo-box that gives you the option of seeing
"Program" alerts. As soon as I spotted this I could see that
TortoiseProc.exe. and svn.exe are being blocked. Why this has started just
now I can't be sure. And why I never saw a firewall pop-up asking me to
judge on whether the block should happen or not I am again not sure.

Anyway, you guys are amazingly responsive, so thanks again, Kelvin.
