No, you do not need to install them, we include with Subclipse. Well, we
only include JavaHL on Windows. On other platforms you have to get JavaHL
yourself.

You can try contacting SVNKit, they might at least have some logging you can
turn on for more details. Given that both methods use completely different
communications libraries and they both get the same error, I am guessing the
problem is at SourceForge or your network.
