Thanks for the help. Just so it's recorded for others, here are the steps I
took to resolve the problem.
1) Download windows binaries from
http://subversion.tigris.org/project_packages.html. I used 1.4.3.
2) Unzip to C:\program files\subversion-1.4.3
3) Add C:\program files\subversion-1.4.3\bin to path environment variable
4) run svn update from a cmd line in my local repo dir
5) hit enter until it asks for username, then enter username and password
After that, subclipse stopped asking me for my username/password.
