  As far as I know Mylar does not suppose to have any impact on the
change sets.

  However you can't use change sets when Synchronize view is in
Incoming/Outgoing mode. So, use either Incoming mode to see incoming
changesets, or Outgoing mode to see local changesets that are either
created manually or managed by Mylar.
