I was going to say what issue, but then I remembered. Yes, there is a
problem with JavaHL creating the area the password is cached. This can be
fixed by switching the option or by just running one command using the
command line (which will then create the area for the cache).

This has also been fixed in the soon to be released 1.4.3 of Subversion.
