It is possible to implement this with SVNKit, so that it will not
upgrade existing wc and will create new directories in old format in
case these directories are created inside 1.3 working copy. SmartSVN
uses this functionality.

However, this requires some coding on the Subclipse side, so that there
will be a corresponding UI option and callback code.
