There are no plans to add such a feature, you did not overlook it.

Subversion itself does not support locking of directories, or any kind of
recursive locking. Of course there is nothing to prevent one from using
their API to lock many files. That being said, if you need to recursively
lock your files, perhaps Subversion isn't the right version control tool for
you.
