Hi,

after I have some spare time I will answer the question.

AFAIK, there is no possibility, to initialize the icons before the plug-in is loaded.

Currently I see three possible solutions for the problem:

- Ignore it, since it should be a rare condition that the toolbar is displayed without at least
  one subclipse project in the workspace.

- Enforce the loading of the plug-in. It is possible but the question is whether this
  behaviour is desirable.

- Set an icon in the plugin.xml. But the question is which icon should be used.
  Tortoise, Subversive, a temporary one ...
