Well, first, if you're using Eclipse 3.2 aka callisto, you should install subclipse 1.1.8 instead (http://subclipse.tigris.org/update_1.2.x tigris seems to be very slow once again, at least for me)...
I don't think so. I don't know plugin development very well, but I guess it's close to the appserver one : isn't it the role of the eclipse "container" to provider classes or libraries ? So, it should just be a matter of specifying classpath correctly ?
