Always need to know the version and adapter being used.

1.1.8 includes something of a bug fix in this area, when using JavaSVN
(JavaHL not a problem). Slightly different scenario. Say you do history
of project root where r10 is HEAD and you are at r8 locally. Used to be
if you then updated to r10 using JavaSVN, the indicator did not change to
reflect that you now had r10 locally. This is now fixed.

In your scenario, the issue is that the History view does not auto-refresh
when you commit r10. I do not think it should either. If you click the
refresh button in the History view so that r10 is now shown in the view,
it seemed to all work correctly for me.
