That folder should exist, with a bunch of things in it. If Subversion
cannot create the folder for some reason, that would explain why it does
not save your password.

I cannot really help you with the reasons why it would not be able to
create it. It would be extremely odd for a user to not have write
authority to that folder, as its purpose is specifically to have a
guaranteed location that apps can write to for settings.

Do not try to create the folder manually, other than to just test your
authority. If the folder exists without the correct contents, that is the
problem I was trying to solve. So if you create it manually, make sure
you delete it.

I assume you see a lot of other application folders in that folder? You
can try downloading the svn command line binaries. Then just run any
valid command using the command line and it will try to create that folder
on first use.
