You would have to use the JavaHL adapter to pick up the bug fix in 1.4.0.

Anything that touches the content of your files or examines the content,
is outside of our control and lives in the adapter we use. JavaHL, is the
standard Subversion code, and JavaSVN comes from tmate.org.
