I probably could have done folders only but to help users not forget to set
the properties on folders when they create new ones I got them to update
their auto-props configuration to auto-add properties on new stuff, which
would include files...

And for only the top level, our system is component and plugin based and
people check out at many different locations within the structure to just
work on components individually.

Nevermind. Done is done. :)

That could definitely be a factor. You probably did not need to set those
properties on every file either. They should only be set on folders, and
even then they really only need to be on the top-level folder that users
typically checkout.
