There are some benefits to having your repository created with 1.4. See
the release notes at:

http://subversion.tigris.org/svn_1.4_releasenotes.html

However, your 1.3 created repository will work just fine under 1.4.

If you want to take advantage of the 1.4 repository enhancements. You
will need to dump your entire 1.3 repository and load it into a 1.4
created repository. This section of the book will help you get
started:

Yep, a simple migration script would have been nice, but the steps to
do this are easy.
