So you are basically saying that after every commit you would want to run
a full svn status -u command to verify that there are no incoming changes
(other than the folders) and then if there were not, then you would want
to issue an update?

You might want that conceptually, but I cannot believe anyone would want
it in practice were it to be implemented. There is zero chance I will
ever work on this. I would review a patch but cannot imagine accepting
it, although you never know.
