If you had to do that, it answers the question. Subclipse only does the
svn cp part. If you need to do a mkdir first, then you would have had to
do that in the SVN Repositories view prior to creating the branch.

Based on how you described the branch you wanted to create before, I am
still not clear why you had to run mkdir though. But, regardless, if svn
cp alone would not have done what you wanted, then you could not have done
it from the Subclipse dialog either.
