I am fairly positive that could not be the problem.

1) svn:ignore only works 1-level deep. It does not flow into subfolders.

2) Unless you checked out the root of your repository and imported the
project into Subclipse then the working copy does not know what is in any
higher folders anyway.

I was more thinking that maybe you were doing this from a different view.

Did you check your .log for errors? The other possibility is that some
error occurred in the status cache and the options are not showing for
some other reason.
