Tigris could have been having problems or you could have a proxy issue.
Try loading this URL in a browser and see if it comes up:

http://subclipse.tigris.org/update_1.0.x/site.xml

That is the file Eclipse downloads. Hitting refresh in the browser will
sometime clear up a proxy issue.
