I do not know if I understand your question.

Export needs to be a generic mechanism for exporting to anywhere on the
filesystem. You can pick a location that happens to reside within your
workspace, but the option mainly exists to do something like export an
application so some location where you will zip it up and post it or do
something where you did not want the .svn folders.
